Hostess' Wonder bread brand sold for $360 million

The long wait remains for Twinkies fans to find out who may rescue their beloved, cream-filled sponge cakes.

Flowers Foods Inc. will buy Hostess Brands Inc.'s Wonder bread business for $360 million after no other bidder emerged with a competing offer, a source told CNBC Wednesday.

Wonder bread was meant to be auctioned Wednesday by the bankrupt baker. Instead it will be going to Flowers, along with the Butternut, Home Pride, Merita and Nature's Pride brands, according to Reuters, which also cited an unnamed source familiar with the matter.

There will be an auction for the Beefsteak brand, for which Flowers bid $30 million, since Hostess received a higher bid from Mexico's Grupo Bimbo, said the source, who declined to be named as the process is private.

Bimbo bid $1 million more for the Beefsteak brand, though its $31.9 million bid includes a $900,000 breakup fee.

The deal with Flowers is still subject to approval by a bankruptcy court.

Flowers agreed in January to be the "stalking horse" bidder, which set a floor for the bidding and was subject to a court-supervised auction.

Hostess declined to comment. Flowers and Bimbo were not immediately available to comment.

Hostess expects to run two more auctions next month. One would be for the Hostess snack cake brands, including Hostess Twinkies and Dolly Madison, for which private equity firms Apollo Global Management LLC and C. Dean Metropoulos & Co. set the bidding at $410 million.

The other would be for its Drake's cake business and additional bread brands. So far, McKee Foods, maker of Little Debbie snack cakes, offered $27.5 million for Drake's, which includes Ring Dings, Yodels and Devil Dogs.

United States Bakery Inc, also known as Franz Family Bakery, agreed to pay $28.85 million for the Sweetheart, Eddy's, Standish Farms and Grandma Emilie's bread brands.

College Common Sense ? Going to College and Paying for It | At ...

Admit it- when faced with the challenge of helping your homeschooled students apply to colleges, and figuring out financial aid and scholarships, don?t you wish someone would just hold your hand and walk you through it?

That?s what Denise Ames has done with College Common Sense- Going to College and Paying For It. We reviewed the online subscription?and found it thorough and packed with useful information that our 16, 14, and 11 year old all absorbed with interest.

In brief, the online course is six video sessions, each approximately 20 minutes long, and with an accompanying .pdf file for you to download and print. The .pdf files are a slightly abridged transcript of each session, which makes them an efficient tool for note-taking and future reference. Sprinkled throughout are all the links to websites that students will need to access in order to work through the process of considering the cost of college, applying for financial aid, and finding scholarships.

This program takes a lengthy and intimidating task, and chops it into time managed and mentally chewable bits for parents and students.

This is a great introductory session for both parents and kids to watch together. The .pdf file also contains a college campus visit checklist. The unique and valuable gem right in the middle of College Common Sense is session #5 ?The System That Works?. Anything that involves a 3-ring binder, dividers, and a highlighter sounds totally cool to my compulsively organized mind! Denise has created a system for keeping track of what would otherwise feel like an overwhelming task. In this section she outlines seven steps for doing scholarships. If a scholarship requires personal references or an essay, the instructions for these are included as well.

The exercise at the end of the fifth session using the examples of real scholarships illustrates the differences in types of scholarship and the application process.

Thankfully the file contains the outline of this session, because we will come back to all of this wise advice again and again.

The last video session truly does ?Pull It All Together?. I?ve told my kids over the years that their lives will be the sum total of the decisions they?ve made. Denise puts it this way-

The people we call lucky are the ones who recognize the opportunities as they pass through their lives and take advantage of them.

We were inspired by this program to start using Denise?s binder system to keep all of the future reference information organized as we research the college question for our high schoolers. The front of the binder contains all of the College Common Sense files for each video, along with our notes. Both Noah and Emma have their own section to organize their specific plans, and we are keeping it on a coffee table in our school room so that it is always in view. There is something motivating about seeing it there every day, and it helps remind us to regularly review and accomplish what needs to be done next.

There?s more to College Common Sense, though. Each week we received an email with lesson plan ideas, some even directed toward middle schoolers. At first a parent might think that considering college during middle school is a bit premature, but the earlier parents start planning the possible financial costs, the better. And the tween years are a great time for kids to start thinking ahead about what direction they?d like to take their education. It?s been my experience that the sooner a child owns their education, the more invested and self-motivated they become. This program resonated with me as a parent because Denise also approaches this topic from that perspective.

2. Find out how they made the biggest contribution in their prior jobs and "working hard" should not be an acceptable answer. "You want to hear specifically how they came up with a different approach or solved a difficult problem."

3. Pozen advises that you should "engage candidates in intellectual debate about a subject of their choosing that they know well." Their answer can tell you a lot about how they think, how well they make their arguments and how they deal with counterpoints.

4. Ask them creative questions that have no absolute right or wrong answer, but will reveal the candidate's problem-solving abilities. For example, you can ask?"What are all the possible uses of a brick for our business?" and see how many different uses people can come up with.?

5. Ask questions that will reveal how driven that candidate is about their expertise and potential position. Pozen says that you should hire the candidate with the most potential and not the one with the most experience in the industry because "a?smart, hardworking individual will learn the intricacies of a new field."

Furthermore, when conducting a reference check, the former employer may not want to provide too much information,?so make it easy for them to "to subtly provide negative inputs" by asking specific questions, such as "Was this candidate the best you've worked with? Why not?," "Are there any potential downsides to hiring this candidate?" and "Would you hire him or her back?"

In short, if you hire the right people, your company will grow. On the?other hand, if you make the wrong choice, Pozen says you'll spend a lot of time closely supervising your team and resolving disputes.

Social scientists tell us that politics are kinder when more people pay attention to government and vote, and social problems are diminished when people are close to their neighbors. Quality of life improves when people support festivals and attend local concerts and shows. Cities look better if people turn out for neighborhood cleanups and park conservancy projects. And when trouble comes?a big local industry closes or a natural disaster strikes?people are far more likely to see things through when they?re involved and invested in the place they live.

If civic involvement can do all these things, then there?s really only one big question: Where do you begin? Assuming yours is not a place where people vote in high numbers, check up on their neighbors, and turn out in large numbers for cleanup projects, what can governments and civic organizations do to get it started?

Answer: They can help people find one another and get organized for any legitimate purpose: recreation, self-improvement, religious, family betterment, education. And then be patient.

This won?t satisfy impatient leaders who want people involved in high-level civic work . . .? now!? How about calling some town-hall meetings or starting a citizens commission? You can do that, and if you do it well, you might see some improvement in community involvement. But if you want deeper, long-term change?big shifts in how citizens relate to one another and to the community?you need to work on the seedbed of civic involvement, which is self-interest plus connection plus organization. Then trust that these seeds will grow into a more involved citizenry.

Why begin with the seedbed? Because most people who are leaders in their communities didn?t start out as involved citizens; they grew into the role. A few had jobs that took them into local politics or civic causes, but the vast majority came up through volunteer work. And their first experiences with volunteering were usually about things in their immediate areas of interest (family, home, recreation, etc.). Go through the biographies of your city?s elected officials and you?ll find many started out volunteering for the PTA and got drawn into school district issues, or were on a neighborhood association board and got interested in local politics, or were active in a bicycling club and got caught up in a campaign for bike lanes. Once they figured out how things worked in their community, they were hooked.

This, then, is one reason you start with the seedbed: Multiply the number of opportunities for volunteer leadership, and in time you?ll multiply the number of deeply involved civic leaders. It won?t happen quickly. And not all the seedlings will grow into city leaders; many will be happy to serve in the PTA for years, or organize neighborhood cookouts, or teach safety classes to generations of young cyclists.

And that brings us to the second reason for tending the seedbed: Just as healthy forests don?t need all trees to be tall, we don?t need only highly involved civic leaders. We need moderately involved citizens, too: People who vote, serve on PTA committees, volunteer as Scout leaders and soccer coaches, turn out for neighborhood projects, and make small donations to good causes. Just as leaders do, these people strengthen their communities.

I can see this in my own life. My mother belonged to a business women?s club that, as far as I could tell, functioned as a social organization that, on the side, gave out college scholarships. Mostly, though, it just met, listened to speakers, and socialized. The scholarships were a good thing for the community, helping a few deserving students along the way. But an even better thing may have been the connections that these women forged as they helped one another in their careers. Who knows how many of them stayed in my hometown because of this network, enriching the community?s human capital?

We?ve known about this link between social networks and healthy communities for more than a decade, since Harvard Professor Robert Putnam wrote his book ?Bowling Alone.? It was a convincing look at the decline of what Putnam called ?social capital,? the connections that people have with one another. Where Americans once played bridge in foursomes, bowled in leagues, and joined Kiwanis Clubs to meet other business people, we now spend time in cars commuting long distances or in front of TVs or home computers. Putnam learned that people still do bowl; they just don?t do so in leagues. Rather, most bowl alone or as couples. Without the leagues, the bridge parties, the Kiwanis Clubs, and all the other group activities, modern Americans don?t form relationships and work for common purposes as easily as they once did. And this, he warned, threatens healthy communities and democracy itself.

Putnam?s book was a brilliant but depressing analysis of the problem that didn?t give us many starting points for changing things. But a new book and a think-tank report from the U.K. do. They point us to simple ways for connecting people around shared interests, by using a few incentives and a little help.

The book is ?Unanticipated Gains? by Mario Luis Small, a sociology professor at the University of Chicago. As the title suggests, it was about something surprising: the rich networks of support that some families in New York developed when their children were young.

His study focused on mothers from a variety of socioeconomic backgrounds who had children in day care centers. Parents turn to centers, of course, for economic or professional reasons: They have to work or want to work, and they need a safe, nurturing place for their children for a portion of the day. You?d think that the interactions of mothers and fathers dropping off and picking up small children would be hurried and, therefore, not great for creating connections. But some centers, Small found, had very effective ways of bringing parents together and connecting them with the city around them.

The keys were that some centers required parents to do something in addition to leaving and picking up their children: organize a field trip, serve on a parents? advisory committee, raise money, and so on. And some were good at connecting parents with needs with resources elsewhere in the community. As a result, through these centers, some parents got a lot more than child care; they gained lifelong friends, new resources, and much closer connections with the community.

What was important, Small said, were the activities the parents were asked to do. If the work was organized by the parents themselves, which required understanding, and the interactions were repeated, which built trust, friendships grew even among parents who were not much alike. This is particularly important in multi-cultural communities where people often don?t recognize themselves in their neighbors.

And some of the centers were more than good facilitators, Small found. They were good brokers of information. That is, they could help parents find information and get help outside their neighborhoods, by showing them how to navigate the public school system, get help in domestic abuse cases, find doctors and hospitals, even get family tickets to museums and circuses.

What does this have to do with civic work? As my mother?s business women?s network did in my hometown, it made it far more likely these families would stay in New York and be successful there. It meant their children would also be more likely to succeed. And simply having a network of friends?and a stake in the city?meant for many that they would take greater ownership in and care of the community. People with friends are less likely to litter, deface property with graffiti, or ignore criminal activity. And they are more likely to vote, volunteer for good causes, and care about their neighbors.

And something else. This kind of self-interested volunteering teaches people the basics of leadership: organizing meetings, managing projects, finding resources, handling disputes, negotiating with other interests. Some will take these skills to larger venues.

With the New York day care centers, government had a hand in getting the parents connected. Centers that served low-income families and received state aid were required to have parent advisory committees. That incentive alone got some centers started in involving parents, although the smart ones went well beyond that.

Governments can?t require other forms of volunteerism, of course. All they can do is encourage and facilitate it. But that can be a powerful tool, as a report from a British think tank argues. The report is called ?Clubbing Together: The Hidden Wealth of Communities,? and it argues that ?casual connections? among citizens can be generated with little effort and cities can play a big role in doing so by making it easier for people to meet.

What are ?casual connections?? They could be anything from people playing bingo to weekend sports leagues (think of softball leagues here, soccer there). These connections introduce people to one another, promote ethnic understanding, create ?sentiments of trust, reciprocity, and purpose,? and in time ?spur members into social actions, such as voluntary work or charitable giving,? the report says. In other words, they act as seedbeds.

This brings me to the great opportunity for communities. They have lots of places for people to meet, from playgrounds and softball fields to libraries and community centers. And with a little imagination, they could multiply the number of meeting places tenfold: school cafeterias, museum lobbies, concert halls, city hall meeting rooms, college classrooms, YMCAs. There are private spaces too, such as coffee shops, apartment clubhouses, and (yes!) bowling alleys that could be induced to open their doors to citizens?and potential customers?if there were property tax breaks involved. We could also make it easy for groups to find these spaces, with online reservations. (Attention, community hackathons!)

But what about security and cleanup? Organizers could sign forms assuming responsibility for hauling out trash and locking the doors. Would it work? I?ve been involved in scores of public meetings in schools, churches, and recreation centers over the years. I?ve never seen a volunteer group?even an informal one?refuse to take these responsibilities seriously.

But there?s a lesson here too. Much like mulch in a real seedbed, trust is the ingredient that enriches civic seedbeds. Yes, once in a while, you will be disappointed when a group doesn?t clean up the school cafeteria as it promised. But as you?re obsessing about the few, be sure to look about you and see all the healthy trees that are growing up.

Egypt's main opposition coalition to boycott vote

CAIRO (AP) ? Egypt's main opposition coalition said Tuesday it will boycott upcoming parliamentary elections, a decision likely to deepen the nation's political crisis and worsen an already troubled economy.

The announcement by the liberal, secular National Salvation Front was made in a televised news conference just hours ahead of the start of a "national dialogue" called for by President Mohammed Morsi to produce recommendations to ensure the "transparency" and "integrity" of the vote.

Leading NSF member Sameh Ashour, who also heads Egypt's lawyers' union, announced the decision and said the NSF was also boycotting Tuesday's dialogue.

"We tell Morsi, dialogue with yourself. Dialogue with your party," he said. "The Egyptian people will not accept a dialogue that is imposed."

"God willing, the elections will reflect the spirit of Egyptians," Morsi said in opening remarks at the start of the dialogue, held at the presidential palace in a Cairo suburb. Most of those in attendance were Islamist politicians, with representatives of pro-democracy youth groups and rights activists staying away.

One of the NSF's most prominent leaders, Nobel Peace Laureate Mohamed ElBaradei, already called for a boycott on Saturday, but Tuesday's decision reflected the view of all of the group's political parties.

The United States reacted swiftly to the boycott decision, calling on the front reverse its position.

State Department Spokesman Edgar Vasquez said the U.S. is encouraging all Egyptian parties and potential candidates to compete, saying the election offers Egyptians an opportunity to have their voices heard.

It is "critical" for Egyptian parties to take part so that Egyptians can select representatives from a broad range of political positions, said Vasquez.

Called by Morsi last weekend, the elections will start in April and be staggered over a two-month period. Egypt's last legislature was elected in late 2011 and early 2012 but was dissolved by a court ruling in June, leaving the then-ruling military with legislative powers. Morsi took over the powers in August, then passed them in December to the Islamist-dominated upper chamber known as the Shura Council.

The opposition has been calling on Morsi to defuse the nation's political crisis before holding elections, which it says will plunge the country deeper into chaos unless its demands are first met. It wants a "neutral" government to replace the one led by Islamist Hesham Kandil, and for steps to be taken to ensure the independence of the judiciary.

The opposition also objects to an election law that was adopted this month by the Shura Council, arguing that it favored the Islamists, particularly Morsi's Muslim Brotherhood.

Ashour said Morsi, Egypt's first freely elected president, has consistently called for dialogue with the opposition but only after he created new conditions on the ground that are favorable to the Brotherhood, a fundamentalist Islamist group that has emerged as the most powerful political force in Egypt since the 2011 ouster of autocrat Hosni Mubarak.

The opposition has sharply criticized Morsi for allowing an Islamist-dominated panel to rush the drafting of a new constitution and put it to referendum before reaching a national consensus on its contents as he promised during his election campaign. It maintains that Morsi has used the same tactic regarding the elections, calling for the vote before tensions are defused.

Egypt's latest political crisis is the worst since Mubarak's ouster. It began Jan. 25 when hundreds of thousands marked the second anniversary of the start of the 18-day uprising that toppled Mubarak. Around 70 have died in clashes since, and hundreds have been wounded.

Ikea withdraws meatballs in Europe, 21 nations hit

STOCKHOLM (AP) ? Swedish furniture giant Ikea became entangled in Europe's widening meat scandal Monday, forced to withdraw meatballs from stores across Europe amid suspicions that they contained horse meat.

Stores in the U.S. and Canada were not affected, Ikea said.

The company reacted after authorities in the Czech Republic said they had detected horse DNA in tests of 1-kilogram (2.2-pound) packs of frozen meatballs that were labeled as beef and pork. The Czech State Veterinary Administration said it tested two batches of Ikea meatballs and only one of them contained horse meat. It did not say how much.

Meatballs from the same batch had been sent from a Swedish supplier to 12 other European countries ? Slovakia, Hungary, France, Britain, Portugal, the Netherlands, Belgium, Spain, Italy, Greece, Cyprus and Ireland ? and would be pulled off the shelves in all of them, Ikea said.

Later Monday, the company expanded the withdrawals to stores in 21 countries that were getting meatballs from the same Swedish supplier.

Ikea spokeswoman Ylva Magnusson said that included most European countries, but not Russia and Norway, which use local suppliers. Stores in Poland and Switzerland use both local suppliers and the Swedish one, but would now only use locally produced meatballs, she said.

"This is an extraordinary effort to ensure that no one is worried," Magnusson told The Associated Press.

She added that two weeks ago Ikea tested a range of frozen food products, including meatballs, and found no traces of horse meat. The company plans to conduct its own tests to "validate" the Czech results, she said.

Ikea's North America branch said the U.S. stores get their meatballs from a U.S. supplier.

"Based on the results of our mapping, we can confirm that the contents of the meatballs follow the Ikea recipe and contain only beef and pork from animals raised in the U.S. and Canada," Ikea North America spokeswoman Mona Astra Liss said in a statement.

Ikea is known for its assemble-it-yourself furniture but its trademark blue-and-yellow megastores also have cafeteria-style restaurants offering Swedish dishes such as meatballs served with boiled or mashed potatoes, gravy and lingonberry jam.

European Union officials met Monday to discuss tougher food labeling rules after the discovery of horse meat in a wide range of frozen supermarket meals that were supposed to contain beef or pork. So far those foods include meatballs, burgers, kebabs, lasagna, pizza, tortelloni, ravioli, empanadas and meat pies, among other items.

Authorities say the scandal is a case of fraudulent labeling but does not pose a health risk.

Gunnar Dafgard AB, a family-owned frozen foods company in southwestern Sweden that supplies Ikea's meatballs in Europe, posted a brief statement on its website saying "the batch in question has been blocked and we are investigating the situation."

Spokesman Ola Larsson said the company was conducting its own DNA tests and wouldn't comment further until it has those results.

Sweden's food safety authority said it wasn't taking any action but was waiting for Czech authorities to specify the quantity of horsemeat detected.

"If it's less than 1 percent it could mean that they handled horsemeat at the same facility. If it's more, we assess that it's been mixed into the product," said Karin Cerenius of Sweden's National Food Agency.

The Czech authority said a total of 760 kilograms (1,675 pounds) of the meatballs were stopped from reaching the shelves. It also said it found horse meat in beef burgers imported from Poland during random tests of food products.

"Unfortunately, the testing method we use detects just the quality ... the presence or non-presence of horse DNA," said Jan Vana, a senior official at the State Veterinary Administration. "At the moment, we can't say the quantity of it."

Spanish authorities, meanwhile, announced that traces of horse meat were found in a beef cannelloni product by one of the brands of Nestle, a Switzerland-based food giant.

In a statement on its website, Nestle Spain said it was withdrawing six "La Cocinera" products and one "Buitoni" product from store shelves. It said it was taking the action after traces of horse meat were found in beef bought from a supplier in Spain and that it was taking legal action against the company.

Processed food products ? a business segment with traditionally low margins that often leads producers to hunt for the cheapest suppliers ? often contain ingredients from multiple suppliers in different countries, who themselves at times subcontract production to others, making it hard to monitor every link in the production chain.

Standardized DNA checks with meat suppliers or more stringent labeling rules on disclosing the origin of processed food's ingredients will add costs that producers will most likely hand over to consumers, making food more expensive.

The scandal has created a split in the European Union between nations like Britain, which see further rules as a protectionist hindrance of free trade under the 27-nation bloc's single market, and those calling for tougher regulation, including Austria and Germany.

"Consumers have every right to the greatest-possible transparency," German Agriculture Minister Ilse Aigner said.

At the meeting in Brussels, several EU agriculture ministers called upon the Commission, the bloc's executive arm, to speed up presenting a proposal on tougher regulation by this summer.

The scandal began in Ireland in mid-January when the country announced the results of its first-ever DNA tests on beef products. It tested frozen beef burgers taken from store shelves and found that more than a third of brands at five supermarkets contained at least a trace of horse. The sample of one brand sold by the British supermarket kingpin Tesco had more than 25 percent horse meat.

It's no secret that I'm a pretty big fan of the 360-degree Photospheres you can shoot with the Nexus 4. Fire up the camera app, spin around a few times and you get a really cool shot that can be panned and zoomed, and shared on Google+, or embedded with Google Maps. It's a novelty, yeah. But I'm enjoying the hell out of it, and there are some great Photospheres being published every day from remarkable locations.

But so far the only phones with that feature have been Google's Nexus 4 and Galaxy Nexus. Until now.

LG, which also manufactured the Nexus 4, has a new version of Photosphere built into the camera application on its Optimus G Pro, which the company is showing off here in Barcelona, Spain, at Mobile World Congress. Michigan's L3C: Legal Support for Social Entrepreneurs

Chevrolet Volt.? Toyota Prius.? Michigan L3C.

Two of these products are automobiles and the other is a relatively new Michigan corporate entity known as a low-profit limited liability company (?L3C?).? Nonetheless, all three of these products are considered hybrids and allow their respective user to attain an optimal result via two different components being combined.

Enacted?in 2009?by Michigan Legislature, an L3C is a hybrid between a non-profit corporation and a for-profit corporation, therefore an L3C possesses characteristics of each. Similar to a non-profit, an L3C must be formed in furtherance of some charitable or educational purpose. ?However, as with a for-profit entity, an L3C may have equity owners who have the right to receive distributions of profits and appreciation in the value of the business entity. ?Currently, only nine states permit organizing as an L3C (but L3Cs can operate in all states) and as of this writing there were 162 L3Cs organized in Michigan.

Like most entities, an L3C must be registered with the Michigan Department of Licensing and Regulatory Affairs (?LARA?) in a manner similar to a limited liability company (?LLC?), with articles of organization being filed and execution of an operating agreement. ?Since, an L3C is relatively new it requires some strict compliance with Michigan law and the IRS. ?Most notably, an addendum needs to be attached to the article detailing the charitable or educational purpose of the respective L3C.

Despite its non-profit characteristics, an L3C is not a tax-exempt organization under Section 501(c) of the Internal Revenue Code, therefore donations and investments to L3Cs are not tax deductible. Additionally, L3Cs operate like standard LLCs for federal tax purposes, so any profits ?pass through? to its members and are taxed at individual rates.

Helping Social Entrepreneurship in Michigan

L3Cs are particularly attractive to individuals who are interested in creating a social enterprise. ?As you probably know, a social enterprise is focused on improving the quality of their community opposed to increasing the enterprise?s monetary profits.? The attraction to L3Cs, stems from the fact that they permit funding from traditional sources (family, banks, angel investors, etc.) and private foundations. ?To maintain tax-exempt status, private foundations are required by the IRS to contribute at least five percent of their assets for a charitable purpose. ?Often this is achieved through grants but foundations may also opt to make program related investments (?PRI?).

PRIs, defined in Section 4944 of the Internal Revenue Code,?are investments with entities whose primary objective is aimed at a charitable or educational purpose and not attaining a profit (sound familiar?). ?A PRI may be structured as an interest-free or below-market loan, loan guarantees, letters of credit, or equity investment. ?Therefore, L3Cs and PRIs are perfect for each other ? the L3C attains funding and the foundation remains in the good graces of the IRS and any returns can be reinvested for another charitable purpose.

The unique branding opportunities presented by L3Cs are not without any hurdles. ?As of now,?the IRS does not automatically recognize an investment with an L3C as being a PRI. ?And the penalty for making an investment that is later discovered not to qualify as a PRI is large fines and/or loss of a tax-exempt status. ?Therefore, foundations must exercise due diligence whether by asking the IRS for a private letter ruling prior to making an investment to ensure compliance. ?Or, foundations may examine the nineteen examples provided by the IRS which illustrate investments that qualify as a PRI.

All in all, an L3C may possibly be the answer for social enterprises to achieve creative capitalism. ?However, I think that its overall success is contingent on the IRS making a definitive ruling regarding investments to L3Cs. ?In the interim, L3Cs create a distinctive entity for those who are passionate about providing a social good within their respective community.

(AP) ? Oscar Pistorius on Monday informed South African authorities that he wants to resume athletic training while on bail for the murder case against him, a government official said.

A spokeswoman for the Olympic runner, however, denied that he was making immediate plans to return to the track while awaiting trial for the Feb. 14 shooting death of his girlfriend, Reeva Steenkamp.

"Absolutely not," said spokeswoman Janine Hills. "He is currently in mourning and his focus is not on his sports."

The double-amputee Paralympian discussed bail terms with his probation officer and a correctional official at the Pretoria Magistrate's Court in the capital, according to correctional officials. The guidelines will determine his daily routine until his next court appearance on June 4.

"It's his wish to continue to practice," James Smalberger, chief deputy commissioner of the department of correctional services, said in a telephone interview with The Associated Press.

Smalberger said the issue came up because authorities need to know his movements whenever he leaves the home where he is staying.

The timing of any resumption of training was uncertain.

Pistorius' longtime coach, Ampie Louw, declined to comment on any training plans for the runner, referring questions to a spokeswoman for the athlete's family.

Louw had said when the runner was in detention that he wanted to put him back into training in the event that he was granted bail. But he had also said Pistorius could be "heartbroken" and unwilling to immediately run again.

Pistorius, who was released on bail Friday, is staying at the house of his uncle, Arnold, in the affluent suburb of Waterkloof in Pretoria. He faces life imprisonment if convicted.

Pistorius is charged with premeditated murder in the killing of Steenkamp, in the early hours of Valentine's Day. Prosecutors say the pair had an argument before Steenkamp was killed; Pistorius says he mistook her for an intruder and shot her accidentally.

Smalberger said officials will visit Pistorius at his uncle's home at least four times a month, and that the runner indicated his interest in training again. More planning must occur before the start of any training.

"We want a training program from his coach so that we have backup for his movements," Smalberger said.

"He's not under house arrest, but his movements need to be known to us so that we don't pitch there and he's not there," he said. "We agree on 'free time' normally during the course of the day, and in the evening we expect him to be home."

Pistorius' 2013 season had been geared towards the Aug. 10-18 World Championships in Moscow, where the South African 4x400 relay team will be trying for another medal to add to the silver it won at the 2011 edition.

Chief Magistrate Desmond Nair had set bail at 1 million rand ($113,000). The 26-year-old track star was also ordered to hand over his passports, turn in any guns he owns and keep away from his upscale home in a gated community in Pretoria, the scene of the crime.

He cannot leave the district of Pretoria without his probation officer's permission and is not allowed to consume drugs or alcohol, the magistrate said.

JOHANNESBURG (AP) ? Oscar Pistorius reported to South African authorities on Monday under bail terms in the murder case against him, said a spokeswoman for the Olympic athlete.

The double-amputee runner visited correctional officers in the capital, Pretoria, said Lunice Johnston.

"Oscar did present himself to the necessary authorities this morning," Johnston told The Associated Press.

Pistorius, who was released on bail Friday, is staying at the home of his uncle, Arnold, in the affluent suburb of Waterkloof in Pretoria.

Pistorius is accused of murder in the shooting death of his girlfriend, Reeva Steenkamp, in the early hours of Feb. 14. Prosecutors say the pair had an argument before Steenkamp was killed; Pistorius says he mistook her for an intruder and shot her accidentally.

China's Xi to tread peaceful, patient path on Taiwan

BEIJING (Reuters) - China's Communist Party chief Xi Jinping pledged peaceful ties on Monday during a meeting with a Taiwan delegation, suggesting that the mainland's policy towards the self-ruled island will not shift dramatically when he becomes China's president.

Peaceful development of cross-Strait ties is the duty of the Chinese Communist Party's new leaders, Xi told Lien Chan, honorary chairman of Taiwan's ruling Nationalist Party, whose four-day trip to China is seen as offering an early look at how Xi will handle relations between the political rivals.

"Safeguarding the interests of our Taiwan compatriots and expanding their well-being is the mainland's oft-repeated pledge and solemn promise of the new leaders of China's Communist Party central committee," Xi said, according to China's Xinhua news agency.

China and Taiwan have been ruled separately since defeated Nationalist forces fled to the island at the end of a civil war in 1949. Beijing has never renounced the use of force to bring the island under its control.

For years the strait between the communist mainland and the democratic island, a key U.S. ally in the region, was seen as one of the world's most dangerous flashpoints.

But relations have warmed significantly since Taiwan President Ma Ying-jeou was elected in 2008. The two sides have agreed to a series of trade and tourism deals and China is now Taiwan's top export market. Bilateral trade is worth about $121 billion last year.

Tension between China and its neighbors, including Japan Vietnam and the Philippines, over over-lapping offshore claims has become more of a worry for the region than China-Taiwan differences.

But despite better economic ties between the mainland and the island, there has been little progress toward political reconciliation or an easing of military distrust.

"Of course, we also are soberly aware that historical problems remain in cross-Strait relations, and that there will be issues in the future that will require time, patience and joint effort to resolve," Xi said.

U.S. arms sales to Taiwan are an irritant in relations between China and the United States.

Xi's meeting with Lien, a former Taiwan vice president, was his first with a senior political figure from the island since assuming the Communist Party's top job in November. Xi will become China's president next month.

In a separate statement released by Taiwan's Nationalist Party, Lien said the 18 cross-Strait agreements signed in the past four years were a break from turmoil in relations, but he added that "core issues" were unresolved.

Xi, as governor of the southeastern province of Fujian in the 1990s, helped attract Taiwan investment to the region which is directly across the strait and shares a similar dialect.

Lien, heading a delegation of dozens of Taiwanese political and business leaders, is set to meet outgoing Chinese president Hu Jintao on Tuesday.
